The Demise of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is impossible to force Russia to abandon the areas that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
